Ned, You are correct in your assumption about 19 months, yes it does probably cost more but it should only cost pennies more, not quarters.
DM, i am addressing this more as an automated batch lookup versus a manual skip process.
Ned, you can check with your mail vendor to see if they offer a "48 month service" versus the 18 month service and give that a try to find how much of the return mail it reduces. I think you will be surprised.
